"Should I do a full remodel or just surface updates?"

Answer

Well, the right time to remodel really depends on your own opinion, right? If you've been really looking to make some changes at this house that you plan on staying at for a long time, then that could be the perfect time to remodel. Or let's say interest rates are really high and buying a new home doesn't really seem ideal, you can always put some of that money you had set aside for buying a new home into a remodel, upping the value in your current home for when you do plan to sell. It actually is worth maybe more than what you bought it for, or you end up walking away with a little bit of money.

Summary

The right time to remodel is based on your own opinion. It is a good time if you plan on staying in the house long-term or if high interest rates make buying a new home unideal, as a remodel can increase the current home's value for a future sale.
